Thanks for the information. His interest is really not in IT but business/finance. Again I wouldn't consider him an ultra dynamic personality who could fit the MBA (Does three year degree from India qualify for MBA here ?)
CGA seems to be very good, how could he start CGA ? I mean any college he could get admission and pursue his education ?

I have have personally visited and met admissions office representatives of following universities and following is my experience.
1) University of Toronto
2) University of Western Ontario
3) York University
4) Queens University
5) McGill University [Montreal]
Three years Indian university degree is not eligible to get admission to Masters degree in Canada in above mentioned universities.
Your cousin must complete B.Com[3 yrs.] + M.Com[2 yrs.] = total 5 years full time study to be eligible to apply for M.B.A. or M.Com here in Canadian universities.
M.B.A. ADMISSION

-Need transcripts for B.Com and M.Com
-At least two years of post qualification work experience
-Reasonably good GMAT score
-Recommendations from employer and/or education institute
-Statement of purpose
M.Com / C.A. /C.M.A. ADMISSION

-Once your cousin get admission in M.Com. in Canadian university then he can pursue either C.A. or C.M.A.
