As far as I know, written references from your former employers (overseas) are not of any use. What they do is, get the contact details of your former employers (phone/e-mail/address) and then contact directly with their own set of questions.

However, it is always good to have letters from your former employers - more so if the boss you reported to has moved and is not easily traceable.

Usually reference check is done by contacting your ex-bosses over phone, email etc, as Chandresh has pointed out.

However, the letters from your former bosses will definitely be useful. They would go in the recommendation letter category, which could be used by you to impress prospective employers in the final stages of your recruitment.

I just would like to point out that written references from your former manager is always helpful,no matter, where he/she is now. As the companies in North Americal got more educated themselves about the scams of references in our countries,they are more picky about checking physical references via phone. When I came to Canada, I submitted reference letters from my previous employers and on top of that I have provided the contact numbers of my last employers in India. They actually did call my last employers (GM India and Aravind Mills etc), where I implemented the software solution. Finally, when I went for the personal interview, I saw all those reference files on the desk. From my experience and from what now I demand my self as an employer, every reference helps in establishing the basic credibility. Only note of caution is that you must provide references of people who are actually available to do so. We do ask for the convenient times to call.
