Does it happen when there is a position in the group? Does the manager interview his own subordinate to promote him/her?

Normally it's happen in a different way nowadays.Like in my company HR follows 360 feedback which is basically a feedback from your manager,co worker,customer/client etc.

Yes, it is common. Internal interviews are conducted by one's manager or a manager in another group when:
- An employee wants to move to a new position, to see his/her fit in the new role
- Confirming an employee's position in the company (usually after completion of 1 year)
- A promotion is being considered
I had such an interview recently. The person who interviewed me was someone I worked with and knew very well, so it was more of a formality, and turned out to be a casual chat.
