i was just wondering weather there is any site like Canada 411, yellow.ca whereby we can find registered cell phone numbers.

AFAIK cell numbers are private and are not listed. Even with regular phone we have the option of not listing the number. So to get the name of the person based on the cell phone number, you may need to hire a detective
