Yes, this is true. Reason is simple. Employers in Canada aren't stupid and they know that 99% of the people moving from the US of A are moving by compulsion, not choice. There is an inherent fear that as soon as someone's visa issues with the U.S. are resolved, they will move right back.
So you're only compounding the problem if you're putting a U.S. address on top of your resume. Most people won't even look at it. It is imperative you at least show a Canadian address. If possible it is generally a good idea to give the address of the provice you're applying to.
As far as job-finding tips go, I've found the key is confidence. Say you've overcome the first hurdle and secured a face-to-face interview, your attitude becomes as important as your technical skills. It is critical to study the interviewer's nature in the first few minutes and then shape the interview accordingly. The direction the interview will take is as much in your hands as it is in the hands of the interviewer.
Little things like body lanuage, a sharp wit and small-talk make a world of difference. If you sit across the guy like he's a cop who's charge-sheeted you and answer questions as if you're being interrogated, chances are you're not going to be making a big impression, no matter how good you are technically.
