1 YR PGWP & Job uncertainty in COVID19 - Seeking help on possible scenarios

I will be completing my MS degree from UOT by this August end and will be illigible to apply for 1 Year PGWP. Due to COVID19 it is greatly impacting my job prospects. I am quite stressed with the worst case scenario as i may not be elligible for Experess entry inspite of my education in Canada. If I don't get 1yr experience,or manage to get only few months experience and my PGWP expires, how will I able to continue to stay legally in Canada and for what period, i have no idea.

I am not sure if there was a way to extend my stay inside Canada / legally after expiry of PGWP as a worker? and for how long ?

My specialization is Environmental Sciences, and I am not sure whether a Labour Market Impact Assessment (LMIA) will be required to be done by potential employers in my work/job domain. That will further impact job prospects.

Should I instead apply for a PhD program in coming Fall /September admission and don't avail this 1 yr PGWP because one can avail the PGWP only once as a student in Canada. PGWP post PhD is for 3 Years but ofcourse would mean a long committment . While I pursue Phd perhaps I should try for Ontarios OINP program and apply as that only required a Master's degree from Ontario to be illigeble.

OR,

Should I apply for a PhD program for coming later Winter term and stay in Canada (not avail the one time 1 yr PGWP now) , I am not sure if I can legally stay (from the period of completion of my MS degree i.e. end of August 2020 to Dec 2020 just before I officially apply for Study permit visa) and if that was possible.
