We hired this basement contractor in March and he started to make our basement. Since we had applied fr permit from the city, it took a bit longer to get that and in meantime he started another project which he said,will be done by May. Its almost end of the year and he is still only 30% done with our project. Can we complain about him at some place and get him blacklisted or smnthg and get our money back..so that no one else gets into this trouble.
Many a times we close the barn door after the animal has left the farm. You are free to drop in here and ask. But what we could tell you at this time will only help others, for a lot of those who will be attempting to do their basements in the FUTURE.
You should check with BBB first, to see if the contractor is a Registered Company. If they are not, now you can bring it to their attention as to the default of the contractor, with pictures and the agreement that you both signed, etc., to prove your point.
The Next Question will be..: DO YOU HAVE AN AGREEMENT, is it signed by BOTH. Are there two separate individuals who witnessed the same and will they now come forward to vouch for you NOW, in a court of law?
Most of us will pay only as and when they complete the project. Some of us pay ahead if they are recommended by HOME DEPOT/LOWE, or Home Hardware etc., and they are the ones who will stand behind the Contractor, if and when you buy the materials and pay them first. Even then you are permitted to withold say 10% of the project for an additional period after completion, if there is a possibility to hang onto the same.
YES, all you have is a last resort of things and you should take it with BBB (Better Business Bureau) and also to the person who recommended the contractor to you and ask him to return back and complete the same to your satisfaction. BUT, PLEASE take all of the DOCUMENTATION and the PICTURES too, to prove your CASE.

If and when you do get a response, if you do get one that is, then you can proceed with legal action in the small claims court. But do speak with a Lawyer or a Paralegal.
