Not much jobs in Halifax and the winters are pretty bad over there .
But the cost of living like rent and house prices are generally much lower than Toronto, Vancouver, Montreal, Calgary etc.
Halifax is a much smaller city and very less population , so it has small town feel to it.

It is a little difficult to find a student on this CD web-site, unless they are returning back after they got some help from CD a few years back. So, I will provide you with a link to the International students there in Dalhousie for you to get in touch with. Please bear in mind that the year will close in about four days for most of them. So, be a little quick in your search at that link.

Please get a map of the city of Halifax from the Halifax transit. See if you are free, then get to know the surrounding areas after you land there and get a FREE PASS from the University. (It might just call for a student ID card.)
Student UPass Program. : If you are a full-time university or community college student in Halifax, Halifax Transit's UPass Program is pretty sweet. As part of the enrollment fee paid to your educational institution, service on any of Halifax Transit's regular bus routes and ferry service are included. All you need to do is travel during your academic year and carry a valid Student ID card with you to show the Halifax Transit Operator.

The cost of living will be just about the same or slightly less. It all depends upon your food habits and the use of luxuries. If it is simple life then, $400 for rent and $200 for your own supply of food. More on it if you want to ask for the same in detail. Some
of the essentials such as Internet, Phone, and TV, laundry etc are not included in this. Some buildings currently have Internet-WIFI.
If your spouse is also entering into Halifax look for family residence. Also when enrolling for the Health Care there with Dalhousie, take the family coverage. Please check with them.
If you have a Smart Phone or wish to buy a GPS handheld device, you can navigate in Halifax or all across Canada with it.
Also check previous posts 'on Halifax'. There are quite a few. It will give you a lot more information.

Halifax is a Peninsula, surrounded on three sides by water. Dartmouth is the bedroom of Halifax, so also a few other locations, such as Bedford, Clayton Park, Rockingham, Spryfield, and also, Shannon park, Bedford and nearby locations. If you are looking for a place close by the Dalhousie University, then, look for an Elementary School and a Junior
High, at a location handy to your residence. The main reason being, the toll the weather takes on all of us here in Canada, especially in the winter.
This link will give you an idea about the schools nearby. Keep it handy. Click on all of the links within and get to know each one of them after you settle down at a place for good. Do remember that the costs for your accommodation will go up, the closer you are to the University. It will be good to check out an accommodation first for you and your family. You can always commute and spare the agony of the commute for the family.
Hope this helps.
