During recent visa to Canada, Modi announced that Canadians visiting India will get visa on arrival.
As usual Indian babus describe it in way that is misleading. Actually it should not be called "visa on arrival" but e-Tourist visas as you have to apply at least few days in advance before you travel and print out the visa that comes to your email.

I guess it will take time to get updated on Indian site which issues the e-Tourist visas.

It is not visa on arrival in the literal sense.
You need to apply for an e-visa over the internet 48 hours before you land. It will be approved and a e-confirmation will be given to you.
You will have to present an e-confirmation to the immigration at India for them to issue you a VOA.
