Home Ministry of India has notified the merger of PIO with OCI card, http://timesofindia.indiatimes.com/india/Home-ministry-notifies-merger-of-PIO-OCI-schemes/articleshow/45830766.cms
Though it is in news but the website of BLS is not updated to reflect this. Also I believe there would be some impact of this to the OCI timeline as no new PIO applications would be considered. I would suggest you clarify with BLS Canada approximate timeline before proceeding. Three months may be tight considering BLS can be quite sloppy in their communication.

Thanks Fido,
yes , her mother , my daughters , Indian passport stand cancelled, does she need to carry the cancelled Indian passport here?
I would suggest - carry all documents , copies of each as well as make an online booking appointment with BLS . Take all the papers as well as the baby ( they actually check infant/s) and apply if they give the time line as 2 months .... I think 2 months is reasonable for OCI issue if all papers are in order.
I have found BLS staff @ Brampton to be professional and efficient.
