I have a problem where I have new house and last year three sides of fence was erected but fourth side's neighbor refused.
Now it is summer again and we have three sides covered and one side open to this neighbor's backyard, who is not very friendly and avoiding the eye contact. His argument is that he wants to get it done by one contractor who is more expensive than the quote i have.
He is saying about"workmanship"
I am not sure what to do... As i want my backyard covered asap.
Any suggestions..

With due respect to SS, avoid confrontation with your neighbour and get his preferred guy to do it, if money is not that critical or you will have to convince the neighbour to do otherwise.
As far as I know, fencing is not mandatory and your neighbour cannot legally take action against you, if you build a fence at a height mandated by the municipality.
Generally the neighbours put 50% -50 % to erect fences that share a common boundary.
Donot let this spoil the relationship between you and your neighbour. Once you put up the fence, you will get rid of his visual precense and carry on your duties peacefully in your yard.
