Child born to a canadian citizen in foreign country

Hi CD friends,
I need to confirm, the Nationality of a child born to a canadian citizen in a foreign land.
Can some CD friends share their expertise on the issue? I could not find the answer on the CIC website, if you can please guide me on these.

Child born outside the country and if one of the parent is Canadian than you are eligible to apply for Canadian citizenship or citizenship of the country where child is born ( provided country accepts it ) .

This info surely has to be on the website, can you pls guide me on how to find it on CIC website,
I did try couple of search parameters unsuccessfully.

it says
Minor Grant of Citizenship for Stateless Persons Born to a Canadian Parent (Subsection 5(5)) - No fee

Is that mean the child born to canadian citizen if minor apply for the proof of citizenship, there is no fee?
