I landed in Calgary 3 weeks ago with my wife. Her PR card has been processed. When asking about my status, they claimed that my picture had been damaged and that I needed to come to the local office to take a new photo. So, people who come for short visit and go back, please be aware that the immigration folks sometimes call you back.

There are also several other checks being put in place for this - like a lot of new immigrants are being asked to collect their PR cards in-person, even if there is nothing wrong with their paperwork.
Those moving from the US are asked if they are returning after a few days.
In a couple of cases, the officer did not initiate the PR card process at all and they were told that it would be done once they finally move with all their stuff.

That is correct folks, somewhere in this forum, I had read that one person was asked to initiate his PR application before he decides to move finally, since I guess he happened to give the wrong reply of leaving wihtout receiving his Card.
So, as per the CD experts, to avoid this situation, what should be the correct reply to the immigration officer?

I would be sailing in the same boat... I am planning of paying a "flying" visit of 4 days and heading back to Dubai after the PR formalities.
But isnt this a contradiction to their own rule of staying 7xx days in the next 5 years !!!!

In my personal opinion (since this is not on the Immigration Expert section), the correct answer is the truthful answer.
If you don't *intend* to settle permanently when you are landing, then you should say so.
I think almost everyone is asked this question during landing, whether they are landing through an airport or by road.
We were asked this question and we said that we do need to return back to the US for a week to get some remaining stuff - they did not create any problems.
However, if you do not intend to return for a year or more, then they may tell you to apply for PR card once you land finally.
That sounds reasonable to me because you don't need the PR card if you are not even staying in Canada !
As for the contradiction, I don't think it is so.
The dynamic nature of the world (and the job markets) being what they are, people keep moving all over the world as part of their job.
It is not uncommon for a person to spend a few years in half a dozen countries during the early part of their career.
I think the Canadian immigration system is giving residents the flexibility.
I agree that such flexibility is abused by a lot of people (so-called "paper PR", but the ultimate loser is such a person and not Canada as a country.
