I agree with KumarM , that NRI's vote alone will not decide who gets elected. it will only boost the count and percentage of votes. But it is more to do with the Interested citizens being able to excercise the democratic right instead of missing out on it for reason which is not valid anymore in the globalised world. One who do not want to vote will not vote (and will enjoy the election holiday) even while in India.
Here are few options I think Indian authorities have which can be implemented where NRI will not have to go back to India for voting :
OPT 1. Which US , UK, Canada follow for overseas citizens
a. Register by filling and sending form by post to a electoral officer , getting approval letter.
b. during elections, the overseas registered person is sent a ballot which he needs to return with a vote together with the registration credentials to a postal address.
OPT 2 : Which australia follows
a. Interested voters to Register in local embassy in advance
b. on election day, take appointment and Vote in person at local embassy.
OPT 3 : Proxy Vote
follow a procedure to authorise in advance a person of trust who resides in native country to cast vote on your behalf. Register for the process in advance with authorities.
I hope Indian govt. again should not dwell on traditional way of Passing Rule with shitty implementation process. Our constitution is filled with that kind of rottten sections.
