The debate is blaming Govt. employees for “fat salary” and rightly so. However, couple of more important points are not discussed, probably due to lack of awareness.
There is a huge difference in salary of Govt. employees and “Public sector” employees – e.g. Ontario Power Generation (OPG) . Public sector employees have much better salary scale, benefits and pension. Their working hours are less and vacation better. However, Harpo does not target these employees, as their salaries are not part of his budget. This public sector units recover their costs by increasing charges on public.
Further, Govt employees are recruited in some cases by holding competitive tests, while public sector employees are recruited based on “reference” (read nepotism). If you care to study the working of these public sectors, you would be horrified. However, these units charge “user fees” which is technically not tax , though the effect is same (your pocket becomes lighter).
Equally horrific is the story of units subsidized by Govt. I do not have time to elaborate, but if you are really curious, study the working of UHN – University Health Network employees, their perks, the kind of expensive parties they throw for their employees and all the rest parameters that you would like to select. Believe me, you would find Canada post salaries quite reasonable.

I am also well aware of what you are talking about.
I have been saying this for a long time.
these government agencies, crown corps, etc. are the fattest of the fat cats.
it is no surprise that these decadent fatcats top the Sunshine List year after year.
and that doesn't even include their benefits and pensions.
OPG, OPA, OH, etc. are amongst the worst.
these agencies are grossly overstaffed...by at least 20%.
they have very little work day to day.
most of the time is spent in useless meetings, drinking coffee, talking shop and shooting bull.
vacation time is an in esacalating scale so it is not uncommon for someone to have 6 weeks of vacation after 10 yrs. of service.
then there are the sabbaticals, the study leaves, the paid sick leave of 4 weeks (carried fwd, btw).
and yes, the pensions, those juicy, fatty, precious pensions.
I can almost guarnatee you that as of today Canadian public sector has amongst the top 3 best pensions in the whole world.
this is at a time from the common private sector workers and businsses are paying more and more tax and ordinary people's back is breaking from taxation.
government is dreaming up newer and newer taxes to keep paying for this decadent class of workers.

To solve this problem you need a govt comprising of Harper, Rob Ford, Preston Manning and of course Mike Harris.

this whole system is being built upon and sustained by ripping off private sector.
nowhere else in the world today (except a couple of the Nordic countries) will you find useless beaureucratic paper pushers earning $100K+ salaries and having > $1M vested in fully guarnateed and indexed pensions.
it is shameful and scandalous.
