While applying for PMP when you submit your application, do you have to complete your 35 hrs project management education first , submit proof along with your application and once it is approved you can appear for the exam?
or
You can submit your application first and once it is approved after that you can complete your 35 hrs education and then take exam?

You have to have completed the 35 hrs of PM education, prior to submitting your application
As stated on PMI's website (

PMP Requirements
To apply for the PMP, you need to have either:
•A four-year degree (bachelor’s or the global equivalent) and at least three years of project management experience, with 4,500 hours leading and directing projects and

So it means people who don't have 2.5 years of PM experience don't stand a chance? What about a freshers like me? Also, where does 3 years Business degree (plus distance learning PGDBA) from India stand in the eligibility?

Well, I would suggest first do a self assessment if you can be a successful PM. PM need to be extremely good in communication and people's person. Introvert personality people may take a hit in the market.
I would suggest look for the local chapter of PMI, they do conduct a PMP overdrive session that is focused on exam. The application is important, you may not have a formal title, but if somebody in the PM field can substantiate your hours you are o.k. in audit, if any. Focus on the work first, money will follow. If $$ is your focus and you do not have required capabilities to interact with people and influence them without authority you won't last longer anywhere.
It seems you are in Telco field and it is difficult to break in to the business from Telco.

What makes you think so. PMI states that as long as you've performed the duties that a typical Project Manager performs they can be counted towards your Project Management experience.
So for eg. you may be working as a QA Tester, but you've been involved with vendor negotiations or developed a project charter or project plan - things a Project Manager does. So # of hours that you performed those PM type activities can be counted towards your 4500 / 7500 hours.

Well, a Business Degree can be counted towards the 35 PM hours, as long as you had a course which is a Project Management type of course.
Keep in mind the PMP certification is for experienced Project Managers. It certifies you as a seasoned PM, that you have knowledge and skills and
experience about PM. It is not meant for freshers.
A degree / diploma / certification course gives you knowledge and "prepares" you for the work force, whereas a PMP certification tests your knowledge and skills (not just bookish) but in practical life, with the 4500 / 7500 hours and says - Ya you've been practising the things and that you're now a certified PM, ie PMP
A lot of people are of the impression, if I do my PMP, it will help me get a job as a Project Manager. At times it does work in your favour, but at other times employers look for Project Management experience + PMP

Twice a year the local chapter of PMI in TO i.e. Southern Ontario Chapter (SOC), which is the largest chapter conducts a PMP prep course.
2 objectives:
1. It gives you the 35 contact hours, and
2. Prepares you for the exam.
The course is held over 2-3 months, for 4 hours on Saturdays only. The fees are very reasonable, they used to be in the range of around $700 a few years ago.
As an FYI,
About 3 years ago, I had facilitated the Risk Management section (and got 10 PDUs !!!). It's very time consuming for the facilitator. I had to put in approx. 15-20 hrs to develop the material. That's one of the reasons I haven't gone back to doing it again.
Alternatively, if one has some experience, they can do self study and clear the exam.
