I am sure that Indian commpanies have better working procedures than american/canadian companies. and there Indian CSR donot put you on hold for 35 minutes. Also, Indian companies are courteous enough to call you back if you ask them, but canadian companies always ask you to call them back during the day time working hours. I asked the CSR that can they call me back - she informed me that their system does not support call backs and there are always callers waiting that they have to attend.
Exception is if candians/americans want to sell you something they can call you any time of the day and in the middle of the night too.
I am still very frustrated with this incident and the way it is being handled.

Happy, have patience! I think most probably you will get your money back or the product. You are getting into India versus Canada but there is a possibility that the back office they are referring to is in India.

Any update?
After 196 hours of my repoting the non-receipt to UPS and the shipper of the packet. I called the shipper, they say they are still waiting for the response of their back office.
Then I called UPS they say that they have received a tracer request from the shipper today, and it will take anytime between 1 day to 8 days to complete the tracing and send the report back to shipper.
Another very very strange thing:: UPS tells me that they have received tracer request at 14:35 after 8 days of my my reporting. But they are telling me this at 13:10 after 8 days of my reporting. Both times are in my city.
When I told UPS that it is not yet 14:35 but only 13:10 in my city. She had no answers. I feel something fishy at UPS. I told her to put on record that how can she provide me the information about the future time to me with exact timing. She noted. Maybe they will provide some answer in the tracer's report.
Now I have to wait upto 7 more days (I donot know it include SAT/SUN or not - as UPS's CSR could not clarify) for UPS to send tracer report to the back office of sender of the packet. After that back office will take undetermined time to read that report and inform the call centre of my sender.
So, I have to keep calling the call centre after every two days to know, if there is any progress. So it is a routine activity in my daily life calling them and recoding the conversation. And eating away about 6 - 8 hours of my time every week, till I know what is happening OR till I receive something from my sender.
Probably, Everyone (myself, UPS, and the sender) will lose more time cost, then the value of the packet itself. In England, we can refer to is as "Penny wise, pound foolish", But in Canada we have to modify it to "3 pennies wise, 5 dollar foolish" because ONE POUND = 1.66 Candaian Dollar.
