I am not at all shocked by this scandal of selling question papers for Railway exams. Papers of board exams are routinely leaked. If not, the examiners are bribed to get the results. Sometimes, the inspectors are even barred from visiting exam centres.
Similar is the case with bank exams or exams in public-semi private sectors like IPCL/ONGC. Even if you clear the exams, you still need some help from the "insider" to land the job.
Even though exams like IIT/CAT/Civil services haven't been tainted by these scandal, I doubt if everything is clean in those sectors.
People who spend 3.5 lacs per paper then have to resort to corrupt ways to recoup those 3.5 lacs. Thus begins the vicious cycle of corruption. Once your "debt" is repaid, you need more money to get your son/daughter into the system.
Civil service is not immune to corruption. Here is how it works. Once u write the exam, u need ot know where the answer papers are going, to which evaluator. That info is given, for the right price, by the clerk(s) in the public service comsn office. U follow the paper (that's called trailing the paper), pay the evaluator well to get max marks. If u can follow 3-4 papers, u made it. Interviews are a joke anyway. Pay one of them well, u become the top 20. Rest of the career, u not only revcover what u spent, u make 100 times of it.
