More than immigration , The work permits basically hurt the new immigrants who come with PR
Basically they need to come up with a alternate method where only work permit holders will be eligible to get PR
or stop work permit all together so that these jobs go the PR holders..
If Canadians were to be sincere, USA style policy would have been implemented. The ostensible argument is that Canada needs more people to augment aging work force. If that was the goal, then they can permit only those people who have job as is being done by the USA. Expatriates are also subject to social security tax. However, Canada derives a very perverse pleasure by inviting highly educated immigrants here and then making them do labor jobs. I came to Canada some 10 years back and I did research to the extent possible. Whenever I opened net and looked for job prospects, I came across very large number of openings for accountants. I could not appreciate “Canadian experience” factor and assumed that accounting principles being same the world over, I would be able to get a job. I ended up doing labor job instead. However, I have no regrets after 10 years , especially considering the dire situation for so called “Higher caste” students who can not afford private college fees and are not extremely brilliant to secure admission to professional institutions on merit.
