Since you have 'NOT' been in the work force in Canada your chances of getting any help or a subsidy is 'NIL'. But do try and see if you also qualify as a new Immigrant.
You must have a DEGREE from India to get into CANADA. If so, submit the same and see if it qualifies you to enter at a higher level in a degree course in RYERSON University and get a second degree. Also use the Mature Student angle to get credits for the courses completed. Then get a degree in Human Resources. That will give you a great standing here in Canada. Time taken will be the same. But the course load will be strenuous and if you can hack it, then go for it. You have to have a mind set to go higher and not lateral. That is what education is all about. Get your best foot forward and move on in life in a NEW country.
Here are some details: RYERSON UNIVERSITY:

Good Luck.

Could you please be more specific, what exactly do you do in the IT sector. You say you were working in IT sector, is this a thing of the past, or was that just the way you wrote it. What I'm trying to understand is did you leave the IT sector and want to come back now, or is it something else.

What is the source of this information. How will you know when Canada will be out of recession. For those that have good skills, the market is still warm. Overall the market is not that bad at this moment. Certainly updating your skills is a good thing. Just keep in mind, you keep the market demand in mind while updating yourself.
What courses are you looking at.
