Student visa expiring-applied for status change in canada-need to go INDIA Urgent

Hi Guys,

My friend is facing a typical situation. His student visa is expiring with in a month. But applied for status change ( FROM Student F1 TO Student dependent F4 ) here in canada, a week ago.

All of a sudden he needs to go to INDIA very Urgent basis.

Now my question is, Once he gets authorization here, Can he get stamped his student dependent F4 visa at canadian embassy in India.

How are the chances of success?

Any earliest suggestions
