My qualifications are similar to yours and the assessments that you have may be good for immigration purpose only.
When I migrated here, I divided my resume into two groups: One management skills like the jobs you are targetting and the other my core skills. My core skill is PLC programming / Maintenance engineering. This is what I did when I graduated and this is where I have a very good hands-on experience.
Jobs for these core skills are not very difficult. Thre is always a requirement for electrical / mechanical core skills like machine design, welding, machining, electrical etc. I had a reasonably good success and the pay was good(in the 70k range). After working in this field for a while, I could get my P.Eng due to this work experience and this is what recognised here. Then slowly I moved to management positions. I lost my job 2 times due to economic conditions but again my core skill always helped me as a backup to get survival jobs and I depend more on my core skills in Canada.
What I am suggesting is a long and hard way. But if you are looking only for jobs similar to your last job, and if you don't get one for some time which is more likely in this economic situation, this lead to your experience being obsolete and cause bigger problems. Consider what you did when you graduated and this may help you.
