Some advise on any good internet, cable plans to be used as a 'Pre-Paid' Cell Phone plans? I need these services off and on on very irregular base. Any monthly plan/ putting the services on hold (and restarting) is not working well.

I am not aware of any cable provider who allows you to pay per use.
You could sign up without a contract with some of the providers, but you will be paying more per month and will have to pay installation and activation and other junk fees on your first bill, but it's possible to go without contract.
I don't think anyone provides a pay as you go cable service.
Regarding Internet, if you can get a cell phone that gives you a data plan without a contract (i.e. pre-paid or pay as you go), then you can use your cell phone as a wireless modem and get wireless Internet.
It won't be as good as regular Wi-Fi or cable Internet, but it's possible and do-able.

For cable u have 2 choices for free tv viewing.
1>
Get a FTA receiver and get free satellite programming.. i am not going to spell the specifics.. if u need details email me i will point u in the right direction.
2>
If u have HDTV get a good out door antenna.. like Channel Master or put a silver sensor out side ur window.
U can catch 8 canadian HD channels with crystal clear quality , if u get channel master antenna u may even catch some usa channels..
In my opinion Cable tv is overrated
Internet u have only one choice.. u could disconnect and use free internet from library and community centres..

I could gather following information, may help others too;
For Internet, Rogers (take it only if you can afford their costly but good service) offered to with hold the service at about 4 $ per month (between 2 to 6 months). Or go for some cheaper option, where overall yearly cost is less. Depends how much ON/ OFF periods are there. No other options, I guess.
For Cable, I hear there is some gadget, may be fixed to internet and the available channels on cable/ dish will be accessible from anywhere. Good for a person on move for most of the time.
PS: Can anyone suggest the name of that gadget?
