This is not correct. Have you heard of equalization payments done by federal govt. to the provinces?
Also quebec gets average of $2000 for every new immigrant for helping them settle down while Ontario gets only $800 per immigrant

Things are pretty bad all over canada so it is better to wait or land and return after a year..
toronto will remain the best place to land.. inspite of all the talk about layoffs the unemployment rate is only 8% where as it is 10-12% in usa..
If u are in IT there are still jobs available, the only diff is u have to compromise a bit on salaries.
My wife was unemployed for 2 months just started a contract opportunity last week..
Another 6 months things will be much better..
