Not sure about how it is working if someone making more than $500 / week and at the end of employment receiving salary of 2 week notice + vacation pay (approx. $4000).

To qualify for training you 'normally' have to have an active claim or a claim which was active within 3 years of taking the training. You do not have to be eligible for any payments through EI, just have an active claim.

To look into training you usually have to speak with a counselor either right at HRDC, a Provincial career center, or a training institute. You will be asked to prove you need the training, that the labour market requires those skills, and to explain how you will live while going to school (things like how you will support yourself, take care of kids, etc.).If you already are skilled you had better be able to explain why you can't find a job (or at least a job with a living wage) or you can forget it. They are not about to train people who can find work in other words.


Sometimes they have special courses running through private training centers (you'll often see these advertised in the paper when they are screening people in), sometimes they have bought a certain number of seats at a school which they leave to the school counselors to screen for (but all people must be approved by the gov't) so it's worth speaking with the schools if you are interested in a specific training. Usually, the counselors at the gov't career centers are aware of all the courses they fund, so they are a good place to start.
