We, the Resource to Empower Societal Safety in Canada Uniting Everyone (RESSCUE) - representing the South Asian Malayalee Community of the Greater Toronto Area, in support of all the 'concerned citizens' of Canada, respectfully submit this petition to the Right Honourable Stephen Harper, Prime Minister of Canada, to the Right Honourable Dalton McGuinty, Premier of Ontario, and to the Right Honourable David Miller, Mayor of Toronto demanding an immediate action to protect Canadian citizens from known, violent sex offenders who are being released into the community without appropriate supervision or any warning to the communities in which such criminals are being released:

Two members of the South Asian community, Mrs. Saramma Varghese and Ms. Susan John, former residents of 81 Rotary Drive, were brutally murdered on October 13, 2008 allegedly by their next door neighbour Nathaniel O'Brien of 79 Rotary Drive, Toronto, Ontario. Ms. Sara John, a third victim, survived Mr. O'Brien's attacks, although the horrendous murder of her grand-mother and mother will haunt her for the rest of her life.



While we regret the fact that the government did not even send a representative to offer words of condolence at either the Wake or Funeral Services of the deceased, we write to express our grave concern about the Law and Order Situation. The Law & Order situation has not only created an environment which fosters criminals and deviants to perpetuate crimes of violence without fear of recourse but also has systematically failed innocent bystanders thereby transforming these good neighbours into victims and orphans.



To this end, as members of the great social fabric called Canada, we DEMAND the following:

A thorough review of why Mr. O'Brien, who was charged in connection with heinous sexual crimes and other forms of violence was released on bail without proper monitoring and surveillance.

Furthermore, we demand to know why he was to allowed to live in a community in which there were other potential victims. While we believe in justice and the rights of those who are accused, this must be mitigated by the nature of the accusations and charges that have been brought about through judicial due process and the investigative efforts of our Police Department.

An inquiry as to the circumstances and conditions of Mr. O'Brien's bail.

With reference to the aforementioned, we would like to know the record of the \"bail granting\" judicial mechanism and the rationale behind granting bail to people accused of deviant crimes.
As a collective group consisting of \"faith and community based\" organizations, we understand and believe in the power of redemption, intervention, and assistance. We recognize the need for psychological and psychiatric treatment for criminals who necessitate these tools. However, we also believe that it is the function of the government to protect the innocent. The question is whether or not the government has lived up to this most basic of responsibilities.

We look forward to the creation of a public inquiry in this matter and we offer our support in enabling the work of justice in our society.
