Specifically I know OM India grocery ( on West Drive and Clark Blvd ) and Krishna Grocery ( on North Park Drive and Dixie ) both in Brampton have the Tulsi plant. Cost i think is between $ 5-$10.
Trust this helps.

richters herbs (http://www.richters.com/) sells tulsi as 'green sacred basil' and 'purple sacred basil' iirc the \"krishna\" tulsi is the purple sacred basil. you can order seeds online, or baby plants in spring.
I have both varieties growing outdoors this summer, and both are doing well.
I am interest in growing tulsi plant in my balcony, anyone having seeds or small plant. I found that richters take very long time to deliver plants. I stay in Mississauga and can travel within GTA.

A Proud Indian Canadian
I got a small Tulsi plant from a Temple last year. It was planted in a Gamla/flowerpot with garden soil. It grew to almost a foot tall in 7-8months.
During the harsh winter, I brought the gampla/plant inside in my garage. Gradually, all of the leaves fell off; and only the stems [sukha plant] are present, now.
I brought the plant outside, in the sun now. The sun is not that warm still though.
My question is:
Do I have to plante it again or new leaves would grow on the stems slowly.
