Are you sure about Hindi as a second language? I went to a CBSE school in South India and I know students took languages other than Hindi as a second language.
Of course, this was in another era so things may have changed since then.

Different schools offer different second language. Hindi and French are offered most. First language is always English

Hi,
My kids in Oman took Malayalam as second language
when they were doing their schooling in CBSE system.
1st language was always English, there was no choice,
but 2nd lang. - Hindi or Malayalam.
Hindi was 3rd language for them which started in 5th standard.
This was about a year back and I don't think anything has changed
since then.
