Emotions and laws are main considerations for sure. As a small building owner you might not have contacts with the credit bureaus and so you may not report a tenant not paying rent. However there are some associations where you can get proper info and advise.

I agree, you have to be ruthless in order to run this business. You can not simply throw out someone in the open sky - there are issues. However as TK said, you need to be careful while renting, in order to avoid such situations.
