Hi,
One of the biggest hurdles to learning mainframe is infrastructure. Other than that mainframe languages like COBOL, JCL, etc are not hard to learn. However trying to learn CA-7 which is a specialised scheduling product with a high licensing cost is a different story all together. You can try to learn those from CA held instruction classes if you have a couple of thousand dollars lying around.
However in the world of self learning in computers there is always help. Depending on how brave you feel you can try using the hercules emulator. The hercules emulator which is a free software let you use a windows/linux or mac computer to emulate the mainframe hardware. After that you will have to install the mainframe OS. http://en.wikipedia.org/wiki/Hercules_emulator. Most mainframe datacenters have switched over to Z/OS even though not everyone may have leveraged the 64-bit capabilities of Z/OS.
