So if I may ask, what are you doing right now?
The way I understand is that you can take admission into a college which teaches you some or all of the above. But admission to such colleges is based on some minimum criteria related to the field itself.

I am working as a computer operations supervisor at this moment and will be working as a business analyst starting January (I know these experiences are not going to help me to get an admission to art programs)
I do websites and graphic design as my side business. I also shoot engagements and weddings (for friends and friends of friends). I just like playing with cameras and computers.
I do not know if I am going to get an admission in a Canadian university to learn what I would like to learn, but hopefully some private institutes will let me in, so I can learn some stuff that will help me to break into the film/tv industry.

dont worry too much about it. Keep making movies. Build up a portfolio of work. Then try to get funding for your future projects.
There are short term workshops/programs run by places like NFB (http://www.cstc.ca/)that gives you insights into the inner workings of the industry.
The film industry in Canada basically exists on the tax payers money. In one of the cstc workshops I attended...the lecturer told us that not one Canadian film has turned a profit yet. Ofcourse everybody involved(except the govt) does make money and there are awards etc.
If the govt did not fund/prop-up the industry this way...there would not be a Canadian film industry due to the strength and inflence of the industry down south.
