I am a civil engineer in Lahore.I intend to immigrate to Canada and opt for Qubec.My view is that I improve my qualification and then search job.Can anyone guide me that while studying as full time scholar,can one live on financial assisstance and assisstantship.Will I be able to do some part time job if cant ger research assisstantship?

I don't think we have ny board member studing masters in Engg.
There are some P.Engg
Some Board members who are studying bachelors prog will be able to thow some light with respect to student loans, fees, etc...

After securing an addmission, speak to your professor about Assistanceship, he should be in a position to help you. Even if u dont get assiatanceship, you can do parttime jobs and manage your expenses. If not you can take OSAP loans which will help even if ur not working. If you are doing masters getting an assiatanceship depends up on your willingness to work hard and impressing yopur proffessor.
