In my opinion do not come or stay just with the aim of taking citizenship. Let me highlight your scenario - you landed in 2002 and went back to india . Since you have to be in Canada for 3 years in the past 5 years effectively you have to live all the three years afresh.
3 years in canada 2005 -2008
Apply for citizen ship 2008-2009 (if three years stay is without gaps )
citizenship process atleast 18 months 2010 +...
The procssing times might increase.
There were people who applied in about 1999 for citizenship in Windsor and got it in 3 months but see it has jumped to atleast 18 months now.
Also Australia and New zealand have increased the citizenship eligibility time to 5 years and possibly Canada might follow suit. ( who knows )
So you are looking at atleast 5 years of stay in Canada to obtain passport even by todays processing times. 5 years is a big time to survive solely on odd jobs and at the end of 5 years you might forget whatever you knew. So stay in Canada but update your skills and make yourself more marketable.

You are right. Australia still has the 2 years rule. I should have wrote that they are changing and not changed. I do remember a news item a few weeks ago that Australia was planning to raise the eligibility bar to 5 years and that New Zealand would modify it's rules to be on par . I am sure we will hear on this in months to come.
I was trying to emphasize was that in times to come Citizenship /Visa rules are going to be tightened by all countries ( US/UK/ Canada / Aus / NZ etc )
See how the processing times for Citizenship and sponsoring Parents have gone up. So instead of just waiting to get eligibility, I was suggesting the time be used to further our academic and career interests...

NZ citz is now after 5 years (ie apply after 5)
Australia is still the best as one can apply after 2 years

Whether to move to canada or not?
I think that you alone can best answer that question. Nobody else is "qualified" to make your life decisions for you. I suggest that rather than thinking about whether to move to Canada or not, you start thinking as to how you can get enough exposure to Canadian Life, in order to make an informed decision. You have been to Canada twice, how did you like it? Apart from not getting a job in your field, was there anything else that you didn't like about Canada? What chances do you see in the future regarding your field? Will upgrading your skills help? How comfortable are you with the idea of changing your career at this point? What benefits do you see for yourself and your children in the long run? This list of questions is long.
The answers to all our dilemmas lie within us; we just have to ask ourselves the right questions.

I would appreciate one sincere answer from those already in Canada. Is it really good & worth moving to Canada?
I am currently in the US and dont really like the western culture and the US itself. Its true that there are lots of job opportunities, good life style etc. etc. but I feel something's missing. At the same time, if I think of India, I guess its easy to say that I would like to go back to India anyday etc. but coping up with the crowd , dust,power-cuts etc. would definitely be an issue after staying in any foreign countries.
So having said this, how different would Canada be? Its the best country to live as rated by UN - how do you feel about it?
