I am continuously harassed by noises made my occupant living above my unit. While my unit has carpet, judging from the noises coming from above, I feel the occupant above has a wooden floor. Worse, the noises keep coming late at night or in early morning disturbing my sleep.

I have complained to management twice about this issue. They said, they are going to the people living above me. But still the noise is a continuing nuiscance. Is there any other steps I can take to alleviate this problem?

Person above my appartment has kid in age group 2 -3 years. Now that little fellow keeps dropping some or other heavy stuff which makes crashing sounds. Also little fellow has odd hours of playing and sleeping. I cannot help but ignore noise and disturbance. Try to find out age group of culprit.

My advice would be to first find out who the resident above your apartment is and then try to explain to him/her the disturbance created by them and request them to co-operate. In most cases, (if the residents are normal and reasonable human beings), this will work.

I am looking for a more "official" or "legal" way to get things done.

Because there is no point in asking their parents to keep a control on their kids. I do not think they can ask their kids not to make noise 24 hrs a day, 365 days a year.

Two things:

First - you never mentioned in your first post that the noise is being made by kids. If you had, my reply would have been slightly different.

Second - if you thought that your request to the parents is of no point because they cannot ask their kids not to make noise 24 hrs a day, did you think that telling the management would help the kids keep quite? Or did you think that the management will lock them (the kids) away which you cannot do?

Think for yourself first - without considering the legalities of the issue - what is a foolproof method of keeping the kids quite. Can you come up with the answer? If not, there is no way it can be achieved. If you can, then think if this can be done legally or based on personal relations? Then go for what ever you think is best.

In my view, if the noise is being made by kids 24 hrs a day, there is no way you or anyone else can stop it - except may be keep them unconscience somehow or the other!
