I would like to know if migrant has come to Canada under provincial program (Quebec) can he move out of the province at will to Ontario or any other state, or is there a time period for it ?

There is no restriction on it. Once you landed in Quebec, after getting immigration under Province programe, you can move, live and work anywhere in Canada
