Under the tenant rights, nobody has the authority to disturb your privacy (not even the landlord) and stop you from enjoying your stay. You have paid for it.
In your situation, your neighbour has no right to come and complain. He should have lodged a written complaint to the landlord. It is up to the landlord to take action.
Now that he has already made a wrong move, it is upto you to lodge a complaint with your landlord and police. There is no need for any witnesses. Generally such people have long histories and known to police. There is another benefit of a written complaint, it will not only put everything on record but also insure your interests for any untoward incidence in future.
Your inaction at this stage may embolden him.

Well looks like everybody living in Apartments has to depend on Close Captions or Subtitles as anything coming from the TV is a noise..
I often watch TV till late in the night (Till 2 AM most of the times).. I am also quite a fan of theater like experience.. whats the point of renting a DVD if you can't enjoy the sound. Well so far I haven't heard any bang on my door/wall.. I am lucky I guess

Don't git frightened o' the white mama. This has happened to me hazaar times and I call 'em "canuckleheads" and "swamp honkies" right back and does that ever spin their heads. They stop botherin' you after a while.

In all earnest though, do not take me advice seriously unless you are wiling to go all the way. I am and when that occurs 10 out of 10 times, they back down. Some o' these mamas have even become muh friends and wudya believe clients?

i think you should take this problem very seriously. unless the man is some crack smoking white trash serial killer, his reaction was very strange. you cannot simply 'ignore' it and hope it won't happen again. it will.
the best thing is to defuse the situation. go over (preferably with a couple beers --- he is obviously the sort of person who would appreciate such a thing) and instead of confronting him, explain that you want to find a solution. ask him to help you find a solution.
he may have strange work hours (garbage men often have to wake up very early) or whatever. but be firm: inform him that you WILL continue to be up and about at 7/8/9pm and after, you WILL have friends over sometimes, get-togethers, etc. and he MUST deal with it. the two of you have to find a way of dealing with it.
there are often problems like this but calling in the police, in my opinion, would be the last resort. it's always better to sort things out man to man than going to some authority figure. this will only put you at "daggers drawn" with him.
if you speak to him and he continues yelling out racial insults then he is a write off... you can tell him you will have no choice but to go to the authorities if he insists on launching hateful slurs... this is called a hate crime... it is a very serious offence in canada...
if it is any consolation to you, i once had a neighbour in Montreal, Cote des Neiges (some Desi may know the place) who FIXED his motorcycle IN HIS APARTMENT at night on a regular basis. and yes... that involved turning it on! at 2 or 3 in the morning.
i had to deal with this guy. it was not fun, believe me. but it had to be done. ignoring the problem will not make it go away... and he will think that he can get away with his behaviour.
