Hi to all...
I am not in this field, but I worked in CAD/GIS in the past. Market here for CAD/GIS is limited and so is the competition.
One of my friend came four years ago with CAD/GIS background. I was difficult to get a first job for him, he attended GIS seminars and got few contacts. Finally he managed to get a job (with salary of only 35K) in Kitchener (two hours drive from Toronto). That was a good start for him. The firm was very small - almost himself and his boss and than they grew to 10 people. He was managing all the technical stuff there. (The skills he was using were ArcInfo, MapInfo etc.) Basically that firm has got jobs from Municipalities and governments. He had to work hard (without getting overtime). Finally he fed-up with that job and left it. After that break and long search of 7 months or so he managed a good government job.
Market wise - all the local municipalities are implementing GIS, some of them already implemented GIS. You may check websites of various cities of Canada and realise what they are doing. Many cities have very nice 3D view of each and every corner of the city. For example I could see my house in an aerial view from Toronto's website. There is still much to do. I am not sure about the demand for this work and what stage it is, as I am not in touch with that field anymore.
As told earlier on this site (quite often) The best thing to judge the market it searching for jobs on jobs sites and see the result. Keep searching regularly and you can realise the situation.
Thanks.

cmanyam,
There are jobs available in GIS field for those who got good exp. My suggestion is to keep looking and the important fact is that you need to be in Canada before employers are serious about you. Gone are those days where desis could land up a job in Canada and come on teh work permit. Now the IT bubble is gone, things are not the same.
best of luck

Hi to all...
Yes they consider immigrants for govt jobs, but it would be tough to get one. First work with private firm and than you can get that one.
For rates - you can search on workopolis with CAD jobs.
