You can ask south India restaurants like Mayuri or Dosa Hut, etc. and they will likely sell it to you. I have seen once in a Sri Lankan store at Fraser street, Vancouver that they sell this batter. If nothing, go to any South Indian store and they should be able to tell you where you can buy. Look at local ads near you in laundry place, Craigslist.
