Immigration, Refugees and Citizenship Canada (IRCC) has invited 2,000 candidates in the Express Entry pool to apply for Canadian permanent residence in a draw that took place the morning of Wednesday, November 8. The Comprehensive Ranking System (CRS) score of the lowest-ranked candidate issued an Invitation to Apply (ITA) was 458.

This latest draw, the 77th to take place since Express Entry was first introduced in January, 2015 and the 27th so far this year, is the first draw to operate under a new procedure whereby in the event that multiple candidates have tied CRS scores, profiles are ranked according to the date and time of submission of the profiles, with profiles that have been in the pool longer being prioritized for invitation over newer profiles. This tie-break policy was first unveiled by IRCC as a possible future strategy last June. Therefore, it is possible that not all candidates with exactly 458 CRS points were invited on this occasion.

Last week, the federal Minister of Immigration, Ahmed Hussen signed off on two Express Entry draws, in which only those candidates eligible under the Federal Skilled Trades Class (FSTC), as well as candidates with a provincial nomination, were invited to apply. Candidates with a provincial nomination obtained through an enhanced Express Entry-aligned Provincial Nominee Program (PNP) stream receive 600 additional CRS points and an ITA at a subsequent draw from the pool.

Program-specific draws, such as those that took place last week, are the exception rather than the norm. In those draws, IRCC invited 795 candidates to apply, a factor that may have contributed to the relatively low number of candidates invited in todays draw. As a result, this was likely to have been a significant contributing factor to the increase in the CRS cut-off threshold.

Notice Supplementary Information 2017 Immigration Levels Plan. :

Ottawa, October 31, 2016 Following the tabling of the 2016 Annual Report to Parliament on Immigration on October 31, 2016, Immigration, Refugees and Citizenship Canada is pleased to release details on its 2017 Immigration Levels Plan. Canada will welcome between 280,000 and 320,000 (target 300,000) new permanent residents in 2017.


Beginning in 2017, this category will also include admissions resulting from up to 2,000 applications in the new Atlantic Immigration Pilot Program.

Admissions also include applicants who applied to the Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class prior to the launch of Express Entry on January 1, 2015 (i.e., applications in the inventory), as well as those who made an application using Express Entry.

Levels targets and ranges have not been established for each individual program as a majority of admissions in 2017 are expected to come from Express Entry. This approach reflects the current way that federal economic immigrants are selected under the Express Entry system. The Express Entry system determines which programs foreign nationals qualify for based on the information they provide and awards them points under the Comprehensive Ranking System for their ability to successfully enter the Canadian work force (e.g., age, education, official language proficiency and work experience).

Includes admissions in the Caring for Children Class and the Caring for People with High Medical Needs Class, which are pilot programs that replaced the Live-in Caregiver Program in late 2014. Applications received under the legacy Live-in Caregiver Program will continue to be processed and resulting admissions are reflected in the 2017 target.

Job vacancies in Canadas private sector rose to a record high in the third quarter of 2017, says a new report by the Canadian Federation of Independent Business.
Canadas private sector job vacancy rate stood at 2.8 per cent for the quarter, the report says, noting the last time Canadian employers faced a similar situation was in early 2008.

In raw terms, this represents a record-high 361,700 jobs left unfilled for at least four months because employers have not found suitable candidates, reports the CFIB, a non-profit organization with a membership of more than 109,000 independent businesses across Canada.

The situation was a product of Canadas growing economy and a shortage of skilled labour, says the study, which queried business owner/operators across Canada and was based on 2,033 responses.

Labour shortages are again becoming a major hindrance to businesses across the country, especially small firms, said Ted Mallett, Chief Economist at CFIB. We need government to take action, to find solutions for chronic shortages that inhibit a small business ability to take on new contracts, expand and innovate.

No job offer? No problem, new Express Entry report confirms. 90% of invitations in first half of 2017 went to candidates without a Canadian job offer January 4, 2018.

New statistics released by Immigration, Refugees and Citizenship Canada (IRCC) reveal that Express Entry candidates without a Canadian job offer have been the big beneficiaries of targeted improvements to the way candidates are ranked.

According to IRCC, 90 per cent of Express Entry candidates who received an Invitation to Apply (ITA) for permanent residence in the first half of 2017 did not have a Canadian job offer, up from 62 per cent in the 11 months before IRCC reduced the number of points it awards for a job offer in November 2016.

The data confirms that this move has significantly shifted the number of ITAs for Canadian permanent residence in favour of candidates with higher so-called human capital scores, namely candidates in Express Entrys Federal Skilled Worker Class.

Human capital factors include age, proficiency in English and French, education, and work experience. Combined, they provide what is known as a candidates core Comprehensive Ranking System (CRS) score, which can reach a maximum of 600 points. In its study, IRCC says these factors are strongly correlated to higher earning potential.

The change to additional CRS points for a Canadian job offer saw them cut from 600 to between 50 and 200 points, depending on the position.

Other changes were also introduced at the same time, namely points for Canadian study, and the broadening of what constitutes a qualifying job, and an increase in the amount of time that candidates with an ITA had to submit their completed applications for Canadian permanent residence.

The data released by IRCC compares the 11.5 months prior to the changes and a roughly six-month period after they were introduced, from November 19, 2016, to May 31, 2017. IRCCs comparison confirms the following:

The proportion of invited candidates without a Canadian job offer rose from 62 per cent to 90 per cent.

The proportion of invited candidates who studied in Canada has increased from 30 per cent to 40 per cent.

The proportion of Federal Skilled Worker candidates invited to apply increased from 25 per cent to 48 per cent.

The number of profiles deemed eligible for the Express Entry pool increased as a result of the changes.

The changes resulted in shifts in the occupations and countries of citizenship of candidates being invited to apply.

The changes helped narrow the gender gap among invited candidates. Number of ITAs issued to candidates with and without job offers, and with and without Canadian study experience

Canada has invited 2,750 Express Entry candidates to apply for Canadian permanent residence in a draw that took place January 10, 2018. The cut-off Comprehensive Ranking System (CRS) score for this draw was 446.

Todays score of 446 is the same cut-off CRS score as the previous draw that took place on December 20. It represents the lowest CRS cut-off for a first draw of the year since the Express Entry system came into effect in January 2015.

Immigration, Refugees and Citizenship Canada (IRCC) again made use of the tie-break rule in this draw. The tie-break time and date was November 18, 2017, at 6:30:42 UTC.

ONTARIO is looking for 6000 Provincial Nominees..:

Ontario has announced an increased Provincial Nominee Program allocation for 2018 and the opening of its popular Express Entry Human Capital Priorities Stream, along with seven others.

The Ontario Immigrant Nominee Program (OINP) has been given the green light to nominate 6,600 immigrants in 2018, an increase of 600 more than its official 2017 allocation from Canadas federal government.

The OINP also said it will resume issuing Notifications of Interest (NOIs) to applicants who qualify for its Express Entry Human Capital Priorities Stream, which allows Ontario to search the federal Express Entry pool and select candidates in the Federal Skilled Worker Class and Canadian Experience Class with at least 400 Comprehensive Ranking System (CRS) points and who meet other criteria. Any Express Entry candidate with a Provincial Nomination receives an additional 600 points toward their CRS score, putting them well within reach of an invitation to apply for Canadian permanent residence.

The Human Capital Priorities Stream issued NOIs on a number of occasions in 2017, including a special opening last July that waived the requirement to have at least 400 CRS points for Express Entry candidates with work experience in a number of Information and Communications Technology-related occupations.

Anyone who receives an NOI through the Human Capital Priorities Stream now has 45 calendar days to submit their application online for Provincial Nomination.

Ontarios two other Express Entry-aligned streams, the Express Entry French-Speaking Skilled Worker Stream and the Express Entry Skilled Trades Stream, have also opened and will be issuing NOIs.

Five other OINP streams are also now accepting applications. They are:

Canadas Immigration Minister Ahmed Hussein says the Federal Governments multi-year Immigration levels plan, is on track and an additional sum of $440 million will be committed to ensure its success.

Hussen provided an update Thursday on Canadas 2018 immigration levels before Parliaments Standing Committee on Citizenship and Immigration.

Last November, Canada put aside one-year immigration levels planning in favour of a three-year plan covering 2018 to 2020. The plan calls for a gradual increase in immigration levels over that time, from an overall admissions target of 310,000 in 2018 to 340,000 in 2020.

Hussein said Canadas new multi-year targets represent the highest admissions in more than 100 years and the highest percentage of immigration in more than 40 years.

The rate at which the technology is progressing, I find that there will be a need for more Immigrants who have mastered the skills in the Data Processing, Storage and Analysis and the consensus is that the quantum of people they are looking to bring into Canada will increase even more. The current needs are pegged at 300,000 per year and they want to make it a Million in the next three years. The way the things are moving, it might get increased over and above that.

The Government of Canada has invited 3,000 Express Entry candidates to apply for Canadian permanent residence in a draw that took place Monday, March 26. The cut-off Comprehensive Ranking System score was 446.

Todays score is 10 points lower than the previous draw, which took place on March 14. This is first time in 2018 that back-to-back draws have taken place in less than two weeks, and is also a rare Monday morning draw. Recently, Express Entry draws have for the most part taken place on Wednesdays.

The size of this invitation round, 3,000, continues the trend seen through the last three draws, all of which also issued Invitations to Apply, or ITAs, to 3,000 Express Entry candidates.

I am really happy for all of the applicants and those who will get their Invitation to apply for entry. That is because there will be many more entering this time and the number has increased to 3,500 and a largest that I know in the current draw. Please DO a GOOD JOB and fill it out FULLY and correctly and enclose all of the Documents, and a Check List to accompany the same.

If you are eligible for one of the programs currently managed by the Express Entry system, you can submit a profile to the Express Entry pool. You are assigned a CRS score based on your profile, and ranked against all other candidates in the pool regardless of the program for which they are eligible.

That means that, if you are eligible for Canadian Experience Class, you are competing directly against candidates who are eligible for CEC, FSW, or FST.

Shifting occupation rankings.. : IRCC says the drop in job offer points also appears to have had a significant impact on the occupation mix of invited Express Entry candidates.

For example, prior to the change, Industrial, Electrical and Construction Trades (NOC 72) ranked fourth in the top 10 occupations represented by invited Express Entry candidates thanks to the 600 additional job offer points. After they were reduced, these trades dropped to 14th overall by June 2017.

Canadian study points producing more eligible profiles IRCC describes former international students, defined as any candidate with a Canadian education credential above high school, as a key source of candidates in Express Entry because of their age, education, skills and experience.

The move to award points for Canadian study was made to both encourage and facilitate their transition to permanent residence. Since the change took effect, IRCC reports the average number of eligible profile submissions by former international students rising to 3,481 per month, up from an average of 1,866 per month in the pre-change period of 2016. Introducing these new additional points, in conjunction with larger round sizes that progressively decrease the CRS cut-off score, likely provide incentives for more former international students to submit a [Express Entry] profile, the report says.

The advent of Canadian study points has coincided with a 10 per cent rise in the proportion of ITAs issued to candidates with a Canadian education credential over the pre-change period in 2016.

Citizens of India were issued the most ITAs, both before and after the job offer change, with their share jumping by 12 percentage points after the change from 31 per cent of ITAs to 43 per cent. Chinese citizens were second, with 10 per cent post-change. Nigerian citizens placed third, with their share rising by two percentage points to five per cent of all ITAs in the six months after the job offer change in November 2016.

Countries whose citizens saw their numbers drop after the changes included the United Kingdom (five per cent to three per cent) and the United States (four per cent to two per cent).

Application time limit extension
IRCC says its move to give invited candidates 90 days to submit their application to permanent residence in November 2016 allows candidates more time to collect the necessary documentation and submit a complete application.

Over the 11 months prior to the change, 10 per cent of applicants missed the deadline, which at the time was 60 days after their ITA was received. IRCC says the addition of 30 days has cut the number of late submissions to two per cent.

The Government of Canada has invited 3,500 Express Entry candidates to apply for permanent residence in a draw that took place on April 25. The cut-off Comprehensive Ranking System (CRS) score for this draw was 441.

The cut-off score for this draw is three points lower than the previous invitation round on April 11, which had a CRS minimum of 444.

Todays draw is the second consecutive invitation round in which Immigration, Refugees and Citizenship Canada (IRCC) issued 3,500 Invitations to Apply (ITAs), tying the highest number of ITAs in a draw this year. Todays total brings the number of ITAs issued by IRCC in 2018 to 24,500.

Global Talent Stream adds 3 new occupations to in-demand list.: NOC 0211,

The Government of Canada marked the one-year anniversary of its Global Talent Stream pilot project Tuesday by adding three new Science, Technology, Engineering and Mathematics occupations to the list of those deemed in-demand by the program.

The three new occupations are Engineering Managers (NOC 0211), Architecture and Science Managers (NOC 0212) and Mathematicians and Statisticians (subset of NOC 2161).

At the same time, Electrical and Electronics Technologists and Technicians (NOC 2241) was removed from the Global Talent Occupations List due to changing labour market conditions, the government said in a news release.

The changes bring the number of occupations on the Global Talent Occupations List to 13.

The government also revised the requirements for Producer, Technical, Creative and Artistic Director, and Project Manager in the visual effects and video game fields (subset of NOC 5131), and Digital Media Designers (subset of NOC 5241) to better reflect highly skilled, in-demand positions.

Changes to these requirements include a reduction of the minimum required work experience from five to three years.

Canada Issues 3,750 ITAs in this Largest Express Entry Draw in a Year

June 13, 2018 Canada immigration authorities have conducted the largest Express Entry draw in over a year and the sixth largest ever, issuing Invitations to Apply to 3,750 candidates across all programs.

The minimum Comprehensive Ranking System (CRS) score was 451, higher than the previous all-program draw.

The increase is due to the previous draw being program-specific, meaning only Federal Skilled Trades and Provincial Nomination candidates were invited. This meant an accumulation of Federal Skilled Worker and Canada Experience Classcandidates in the Express Entry Pool.

This was the 12th round of invitations under Express Entry in 2018 and 92nd overall.

It was also the largest draw since immigration authorities changed the way they ranked candidates.

Immigration, Refugees and Citizenship Canada can now set an exact number of invitations to be issued. Where the number of candidates with the lowest score surpasses the number of invitations permitted, authorities give priority to the profiles that have been in the Express Entry pool the longest.

Thus, if more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles. The highest number of candidates invited in a single draw since the change is 3,750.

IRCC reduces Express Entry permanent residence application deadline to 60 days
Express Entry candidates who receive an Invitation to Apply, or ITA, for Canadian permanent residence will now only have 60 calendar days to submit their complete electronic application, the Government of Canada announced Tuesday.
