IMO the talk about black money is just a rhetoric question now since the poser and the responder both know that it is not as easy as approaching the bank and demanding to handover the money back to the country.
The bank is not within the country's jurisdiction, the money has been siphoned off and accumulated using legal loop holes in the system at the prevalent time with the help of highly qualified accountants and with the assistance of top govt officials. To break the entire chain by trespassing on the legal rights of the guilty will only compound the situation and a court ruling against the government. Also if Rs. 100 is classified as 'black' - technically the (I believe, may be wrong) the govt and people of india have rights over the tax portion of that black money - considering that earnings in foreign exchange are taxed at very low rates (in fact not taxed at all until about 2007~2008) - the only thing the govt can legally demand is the penalty on unfilled taxes in addition to the 'actual' tax. With the brilliant chartered accountants that our education system churns out every year - to nail down the exact figure will be like shooting in the dark and hoping it sticks.
Hence even if Rs 20 from the alleged Rs 100 return to Indian treasury - it will still be fodder for the poser to demand an explanation for the balance Rs 80 - to keep the govt under pressure and the TRPs rolling.
About the LOKPAL - with an absolute majority and the bill being ready way back in 2014 - the bill should have been passed within 24 hours in the Delhi assembly - AK does need not Rajnath Singh or BJP's blessings for that.
IMO, the much published run-ins of AK/AAP against Jung is because of the power politics and immaturity of AK of how to run a govt. AAP does not understand the basic hierarchy of power in a democracy, especially in Delhi which is a very complex state being national capital, union territory and a municipality. He keeps demanding power from other entities which have collectively governed for past 65 years despite this complexity.
Both BJP and AAP have to pull up their pants and get their acts together or a third person will benefit without any efforts of their own.

Delhi Jan Lokpal is passed and another major reform in the education system is going on in Delhi which will change the concept of govt education system. Hope all these changes will be have a positive impact on common men's life. I do expect the similar good reforms from the central govt. too before the end of their term.

The Delhi Jan lokpal has only been passed by Cabinet, it is yet to be tabled in the assembly - though I am sure it will pass due to AAP majority in Assembly.

Yes, it will be good if meaningful development is achieve.
The education bill includes some of the followings:
For EWS (Economic Weaker Section) quota in private school, which is currently managed by schools, will be managed by the Education Dept and all information will be posted online. Currently, some schools used to take money in cash from parents at regular rates and enroll their kids under EWS. Now the education dept will allocate those students to public school at EWS rates.
All private schools will provide their school fee info to edu. Dept and that will be posted online. The private schools have to pay salary to their teachers accordingly to the fee they are charging from students. There will be minimum wages set for teachers. Currently there are no minimum wages for teachers.
Students can be failed under grade 8 if not up to the minimum required standards. Currently no student can be failed up to 8 and it has degraded the education level because everyone used to pass.

Not saying this one is like that, it may be like what others saying, AAP strategy to over budget it or actually they might have achieved something under budget. I know AAP is much smarter than other political parties.

Whatever it is, the credit goes to officers who were part of the execution, contractors who actually did the work and respective government for directing them and not taking bribes (hopefully).
Also, this is not the first one that is completed under budget. There are several others in all parts of the country. But those kind of things never come to Media as there is nothing exiting about it.
So, please don't take Credit that AAP is the only party that starts good things. Hey the corruption crusader have supported convicted (underline criminal and not accused) criminal like Lalu. What else I can believe about what Kejriwal says?
