I have a tenant who landed in May this year leaving his family (wife and 2 children of 4 and 6 yrs old) in Dubai. Wife is working as CA in a very good orgn and earning Dhs 20k. They landed before in 2012 and went back to complete Canadian education. The guy did his Insurance claims course spending $6000 and his wife completed her CPA.
The guy is smart and got is G2 an G licence within 15 days of landing this time. He has applied in more than 500 companies since 2-3 months of landing and got more than 10-12 interview calls but everywhere he is asked Canadian experience. He is cool and trying his level best. So many people have landed with me but they were all skilled category and got jobs within 2-3 months of landing. I find this guy is really good and smart still, he is not able to get a decent job till now and think he needs help from experts like TK, Fido, JRF, Delhite, AshwaniG, all other enemies. I would welcome comments and advise frm dimpleji, hiren,SS, AT, BP,FH, mcg7 and others too. Any positive help and guidance would be appreciated.
His family will be landing soon i.e first week of sept. I feel, his wife would be successful in getting job faster in her field. If they don't land before October, they will lose their PR status. What are the options for them now??

What are his academic & technical qualifications? What are his experience as well as skills? I have worked as Insurance Claim Appraiser for few years so maybe I can suggest something.

I would suggest that the wife and kids come over before their PR expires and be prepared for a slogging. While the wife attends interviews , the husband can take care of the home & kids.
To avoid frustration and depleting savings , it is important that earnings should start .. Have you suggested him to apply out of Toronto or Canada wide ? He may get better luck elsewhere as well .... no harm in trying. Given the Canadian weather , it makes more sense to try and settle down before Nov Dec sets in.

Agree with Fido - expand the horizon Canada wide, instead of just limiting to GTA. I am sure he will get success.
Also, ask him if he could contact Desi insurance agents, agencies, brokerages, and try his luck there. They won't pay much, but at least he would have Canadian experience on his resume.
He needs to do some Networking and build contacts in Insurance industry.
Get him to update his profile on Linkedin, shorten his name (e.g. from Sunil Sharma to Sun Sharma), don't add the picture, glorify his Insurance Claim education, add recruiters, and contacts within Insurance industry. Even if he wants to add the picture, just get it clicked from a good studio with the like of the ones you see on Real Estate billboards (a bit side face with a pleasant smile). Contact some Insurance Managers up on the Linkedin, and arrange for an informational interview at a good Cafe - Starbucks or higher (Tim Horton won't do). These informational interviews consist of getting to know the industry, what's prevalent, how to approach the jobs, trends, and the industry know how. After the good-bye handshake don't bug this dude from the Insurance company again, but keep him/her to the Linkedin Contacts.
Get Business Cards printed, attach them to the resume and Cover Letter, drop it to the Reception of Insurance companies. Don't use a plain A4 white paper, instead buy a good quality paper from Staples and imprint the Resume+Cover Letter up on it.
He needs to think out of the box. Subscribe to some Insurance magazine, where he could get to know about the Professionals and get in touch with them. Join any Insurance Meetup group as well.
Also, ask him to at least find some call-centre/back-office job within the insurance/banking industry - easier to get and might use the experience. If the company is well-known and big, he might apply within the organization by building his reputation with the immediate Managers/Superiors. This will also keep him on top of his financial needs per month with the ongoing paychecks, albeit smaller than what he expects.
Have you told him about 'CareerBridge'? It's the paid internship for the Internationally qualified professionals. Try it.
Last but not the least, as said above - expand horizons and start applying Canada wide.
Remember, one doesn't need to work hard, but work smart for success.
Edit: Get him to bring his wife/kids here. She may start work in Financial industry, and might get a job sooner than him. Once, she's in, she needs to build contacts and get him on-board as soon as possible.

Ask him to apply for the Insurance Claim (or any available) position within ICBC (Insurance Corporation of British Columbia). It's a renowned and very well run Provincial Govt. Crown corp, and the pay is pretty good (e.g. Claim Adjuster makes no less than $30/hr., and Client Service Rep starts with $17/18 an hour) with all Govt. benefits. Here's the link:

No harm in trying. If he get an interview call, for sure he would need to fly down here. Again, I see no harm as you may never know.
