These are the rates for WELFARE in Toronto. Its pretty much similar in other cities too.

I mean :
In Ontario,
a single person on welfare receives ONLY $656 monthly;
a single person with one child, ONLY $941 monthly ;
and a couple with one child ONLY $1,118 monthly;
and a couple with two children, ONLY $1,173 montly.
How the hell can you survive on this meagre amount. Just the minimum rent in Toronto will be atleast $1,000/month. So what they give you doesn't even cover your RENT ! What about food/groceries, clothes, transport, toileterries etc ! You still HAVE to send your kids to school, so what about their school expenses..even if the fees are FREE ..there are other school supply cost.
Subsidised housing is available for SOME Welfare recepients, but there is a HUGE massive waiting list for it. And most of these buildings are in horrible condition.
Its almost like living in a SLUM in India or a ghetto..if you live in these subsidised WELFARE buildings
Lot of filth,dirt,drugs,crime,violence, bed bugs , insects, cockroaches, leakages etc in these buildings.
So more often than not , you HAVE to find housing elsewhere in private buildings , landlords etc..even if its a basement apartment, what the WELFARE gives you , doesn't cover even that rent !
Without TK's Food Banks, these people would be dead
The welfare system is designed as a temporary bridge and not something to depend on, all your life.
Unfortunate events lead to someone having to depend on welfare and they are supposed to use that time to recover and obtain gainful employment. Of course, that's the theory. In reality, many truly need social welfare for a lengthy period of time, and an equal number abuse the system for their entire life.

I think there is a side story to this.
The abuse is by undeserving recipients and it works with the female member having a large number of kids - with the male working overseas. For taxation purposes there is no fixed income, the family is on welfare receiving dole-outs, CCTB and other low income grants from Provincial and Federal govt while the luxurious expenses are taken care of by the male member sending cash at regular intervals. This will end when the clause of WORLD WIDE income will be implemented very strictly by the CRA. Not sure that when the time comes for implementation the issue will get sidetracked as profiling certain community and being unfair.
That's how the cookie crumbles... mere dost.
The deserving beneficiaries never want to survive on doles - but most have no resources to come out of it.
This is only my imaginative guess, I don't have any contacts with any such recipients to verify it. It could be entirely false as well.

Good to see you back (and in full form).
Along with an Australian Desi, I have made a detailed analysis of welfare.
In fact when I came to Canada, I came with the main objective of being in welfare but it was a wrong decision.
Welfare in Canada, is not meant for the educated professional. It is actually meant for the lazy refugee / illegal immigrant. Why I say this is that most sri lankan's are illegal refugees but they make it a point to work and earn and but a decent home.
The welfare system is specifically the best for single parents with 2 0r 3 children (whose husband has run away or in in South America or the carribean).
Let me tell you how it works :
Income for a person with 2 children : Say $ 1100 (welfare)
healthy food allowance - There is an allowance. Not sure how much.
CCTB for the 2 children - Say $ 300 per month
HST Credit - Say $ 400 for every 3 months
So the income is - $ 1450
Expenses -
Rent - $ 850 (basement)
Food - $ 200 (rest from food banks)
Misc. expenses - $ 100
Children expenses - Max $100
Phone / internet /TV- $ 150
School travel - walking
Total - $ 1400
So it is a hand to mouth situation but better than what it would have been if they were in teh carribean or South america or even east europe.
Most of them donot have any savings. Some I see do some childcare of their neighbours and earn extra cash. Most of the time, the male children will start distributing and having drugs and it is a vicious circle. That is why Jane and Finch is much feared. Most of the guys there follow this route.
For me - It will never work out for me. Someone told me that I would be able to send $ 500 per month from the welfare to India. This was in 2002 when it was a good money. It is not now. $ 500 per month to India is $hit. I can easily earn Rs 50,000 (in black) by teaching Architecture in one college in India. and all I have to do is to project someelse's notes and explain to students.
Plus I have 3 months part time holiday and I get extra money for outstation seminars and paper corrections. Besides I can also do free lancing.
