Hello,
Is there any possibility of loans for doing a post grad course from canada or any subsidy from the govt for the PRs specially the ones who are new to the place.

You can get a loan from the provincial govt after some residency in that province . For Ontario its 1 yr

That is applicable only to PRs. International students - no loans!

Where is better Canada or Britian

No two countries are the same, so what is the need to compare.
I believe you have to make the best of where you are.
Just like if you are in Rome do as the Romans do.
