As long as it is soliciting payment for the event/membership/services, it is an advertisement. It can be promoted in charcha only if it is a free event for the general public.

My logic would be to learn about an event which has cultural context (Indian) and why would an event be free- if you get a meal at an event it costs money, if it was a profit making I can understand. Anyways if there was a way to spread it so people could know about the event, is what I care, and not really to make money/profit- I'm volunteering as well as the place the event is happening, Dovercourt Rec Centre has gave the place - so that an Indian event can take place, but it seems Canadian Desi does not understand/approves it- thank you!!
