Bringing Gujarat in the discussion? Honestly I haven't studied that issue a lot, but it is probably the guidelines that was not revised by Central Government. And Gujarat Government by no-means can be error free, like any Government in the world.
As compared to that one indicator there are 100000's of other positive indicators about Gujarat. And I don't think we need to go there.

First, I didn't said "you", I just said "an AAPTard", so you can derive that I attacked you personally, but it was a general statement.
Second, I don't think I ever criticized Kejriwal for providing just 667 Liters of Water, instread of 700. By approximation 667 = 700, so there is no point bringing that into the discussion. It is the same. This is one of the promise the Kejriwal did fulfilled.
The real implication of such freebies is something really need to discussed. This is similar to Akhilesh Yadav's free Laptop Scheme, which can make one popular immediately.
What are Kejriwal's plan to coverup the deficit as a result of such Free things?
