Going little off topic - Is there any specific format of bank letter/ previous rental reference letter/ pay letter for rental documents?

if the manager was not helpful, just pay $ 7.5 and withdraw your funds and put it into something more useful (if any). But be careful of your money. In Canada, it just drains always like anything as costs are more.
There is no specific letter format for issuing account statement by the branch for rental purposes. If you just ask, they will print out your balance and seal and stamp it. It is very easy in Canada. However there might be a transaction charge, which will be waived off, if you have a good amount of money in the account (like 10,000 or so).

Why donot you visit the ICICI Branch in Toronto. It is likely to have a ATM where ATM Transactions are likely to be free. However, if it has a limit on the daily withdrawal, tehn your TTC fare to ICICI branch is likely to be more costly.
I still have some $ 300 on my ICICI Hi Save account which I have not withdrawn as on date.

Update - Was able to withdraw 1600 in a day 400 in each transaction from RBC ATM. The charge for each transaction was 3.69 - 2(RBC) + 1.69(ICICI)! My god, have lost a lot of money in exchange itself.
Would sincerely advise everybody not to get a travel card.
On the positive side, think of it as a savings from the Opportunity Cost (opportunities that would have been lost by keeping the money tied inside the travel card). You now can put the money to good use
