Are Condo Insurance companies this slow in responding or its just me?

We have had our Condo's roof leak for almost 3 weeks now. The Condo management wouldn't start the work until insurance claims are approved. The insurance appraiser took her own sweet time of 2 weeks to come to our house to view our damages.

This lady is from Intact insurance. She cancelled her first appointment (thanks to her, Im working from home for that day for nothing). Then she showed up for the second appointment. She was shockingly indifferent to my remarks that I was hoping her to see do this appraisal like within 2 days of the damage. She took a couple of pictures of the damages. At this point she has already finished reviewing the roof, due to the shingles letting the water inside our plaster of paris roof has torn apart right at the center of the living room to two feet wide and couple of other places was torn apart for a couple of inches. The water dripping down was collected in a bucket and we used to dump it like every hour to have an empty one. In the night we would just let it go and the water flew all over the living room floor to the bedrooms downstairs damaging the laminated wood floor making those woodden slabs come out. We also have the stains of dirty water at a couple of spots in our downstairs roof.

I explained her everything, she listened and then coolly said this is not for the insurance to cover. Her philosophy (which in my opinion is total BS and I also hated her cutie-pie crap) is that we should have our indoor condo insurance for all these kinds of damages. I said her these are incidental damages and you're already late in reviewing these damages (who knows, you might have taken a long nap for these 3 weeks). Even if we had one such insurance why on earth we would claim from our insurance for a damage we are not responsible. I said her either we talk directly to resolve it or I deal with it legally where I would also include the claim for my mental agony and hassles of cleaning the floors of my 1055 Sq Ft bi level condo almost everyday at least twice. She says she doesnt want to have this conversation with me, further says she will note down that I dont have the required indoor insurance (like a middle school principal threatening a student to leave further comments in her detention notification to the parents) and then leaves.

Then came the condo management guy. He says we are lucky to have these insurance guys respond this soon!!!??? The other insurance companies never even review until later than 1 year. Then he gives all these personal stories that things happened there, things happened here and something happened even to his own bro. I just can't stop believing him but dont want to believe him.

I honestly dont know what is fact and what is not, what is the reality and what is not. I for an instant thought I have shifted back to India where things highly likely happen this way (dont start a bashing thread please, I used the word "highly likely" for a reason meaning it can also be better). The condo manager says the insurance guys have lots of money and has the nerve and muscle to stretch these kinds of cases for years!!! Can anyone please comment if that is the pathetic case of Canadian legal system too? For the love of all "Judge Judy" and the "Peoples Court" someone please say that the justice would be (swiftly) served. Please?
