I dont know whats the problem with the law..
Is it better that someone distracted by handheld comes and hits u..

The only reason why dark skinned IT Bsc people are offered 100K + in Canada, is not because the govt. wants to help you but that these jobs are available but no local qualified (even Bsc comp. sci) to take it. Due to the USA IT boom spreading to Canada, Europe is reason why.
Police have a quota and it helps police in their salary bargain process. You may know that the police and fire fighter budget is increasing steadily year after year and the police bargaining commitee says that they bring in so much of revenue by way of tickets and hence their ever increasing budget needs to be raised.
I would encourage you to listen to the John Tory show at News talk 1010, 4-7 pm on weekdays. In that show, you can listen to how the govt. servants exploit the country in so many ways. What is discrete is that dark skinned immigrants are now allowed to exploit as the natives as we have been brought here to work hard, take the jobs that no Canadian would normally take, pay taxes, bring our money from our home countries and spend here etc…

I would say it is not the distracted device but anything which distracts you from driving. In such scenarios there will be many reasons to get the tickets
-Using cellphone while driving ( Already under law )
But what about following which can also distract the driver and lead to accidents
1. Talking to the passengers while driving.
2. Listening to the music.
3. Shifting the gear as said in my earlier post. Because for that moment you have to drive by one hand.
4. Looking at the mirror for rear or side view as you will be distracted from looking ahead.
5 Day dreaming but how cop will know that what the person was thinking while driving
6 Drinking coffee which was picked from drive thru.
And list goes on
I think the main reason behind ticketing is not for public safety only. It is more than that.
