You can tell the hiring manager that the current manager may not want to let you go so consider the reference of the previous managers. Instead of showing that you don't have good rapport with the current manager, show like you are so good that he may not want you to go.

Few of my personal experiences about reference checks when I was looking for change ::
- Though on the form it is mentioned 'manager' or 'supervisor' , it is ok to provide reference of anybody from the previous organisation who knows about you and your work.
HR from any company is well aware that candidate are generally hesitant to reveal move plans to managers so will not divulge his contact. This is easy to explain even without any reason.
Main check here is whether the candidate worked in that org. Performance or skill evaluation is job of interviewer not that of security/background checker.
- When I filled the form , there was an option 'whether you want your current org to be contacted'. I wanted to say no , but I said yes thinking that it will otherwise sprout some unecessary doubts. This is what happened next. The HR person of the new company called me and asked me to reconfirm that my org should be contacted as i mentioned in the form. I immediatly said I'll prefer not at this stage because they may then try to retain me and I may not join you. He never called my org, not even to my senior colleague for reference/background check. :-)
So it is ok to say/check on form that your current org not ot be contacted.
Here I put HR in rather awkward position by clicking the option, this becomes their obligation as auditor/mgmt may ask thme then the qns , they are much happy if candidate does'nt want it that way some times
- After few days I got a call that the security agency called my university back in India to verify my degree but the university asked them some 75$ (must be around Rs. 3500 ) as a fee for each paper check..LOL. Mera Bharat Mahan ! !
Paise ke bina 'paid' kaa pattaa bhee nhai hiltaa.
In the end here is what happened - They said if I can provide them the self attested copy of my degree. I obliged them with 2 CTC each. !!
Conculsion is that reference/background check barring criminal record is a formaility and audit requirements which HR must fulfill. Provide them alternatives they accept and attach those docs to close the files. Who doesnt want to close the files ?
Above mentioned points may not be applicable to many organisations typically that of crown corps / prov./fed. organisations. They are more strict.
For example I cannot work for any crown corp client for next 3 years
my first level of security clearance is stuck . Why ? because 2 yrs back I worked in a country in Europe which does not have the treaty with Canada to disclose personal records.
Do you do reference checks only, or is it a full fledged placement agency specializing in Banking/IT jobs?
What are the opportunities in the financial industry in the areas of compliance/risk management (e.g AML, Fraud Detection, etc)?

We are a placement agency..... So we have to get reference checks for our clients..... The demand for IT personnel in Banking industry is good....
When you are asked for your references, the interviewer wants the name and title of the person as well as what they did in relation to you. The references being called may not be available, or may be on vacation. They may have left the firm, been fired or laid off since you last checked their availability.
