I am looking for job very urgently. I am in Toronto with Open WP. I have extensive experience ( 8 years) and skills in COBOL, JCL, TSO/ISPF, DB2 and CICS. I have not had any success so far with workopolis and monster.
Kindly suggest consultant websites or some internal job leads.

Workopolis and monster will never let you succeed in job hunting. Personally it never become helpful to me. If you are new to canada and this is your first job hunt than try cold calling companies that use the skills you have.
Tell them you can also do some bookkeeping, admin, office assistant work as well. Get an entry level job somehow in a small company.
Once you have a year or year and half experience then try workopolis or monsters probably they can help that time.
Sorry if you think i am misguiding you but this is what worked in my case. I waited couple of years by just applying in workopolis - monster - jobbank etc.
